Chapter 5 – Problems and Solutions
Responsibilities of Law Enforcement – Four Basic Responsibilities
1. Enforce Laws – Seek out crime and evil-doers
2. Provide variety of services and protect community
3. To prevent crime (controversial)
4. Preserve the peace
Crime is primarily a local problem.
Law Enforcement Today
- 3,088 Sheriff’s Departments
- Approx. 12,000 police departments
- 1,322 special police agencies (school, airports, etc.)
- 49 state police agencies (Hawaii – None)
- Approx. 70 law enforcements agencies
- Approx. 18,000 agencies report crime data to UCR
Sheriff’s Department
- Primary law enforcement in un-incorporated areas (outside organized cities/towns)
- Sheriff elected by county voters
- Appoints deputy sheriffs to assist
- Maintains jail
- Provides protective services to courts
- Serves warrants and civil processes
- Collect taxes
- Enforce orders of the court
Utah Code: 17-22-2 General Duties of Sheriff
- Preserve the peace
- Make all lawful arrests
- Attend in person or by deputy the Superior Court and Court of Appeals
- Attend county justice courts if judge requires attendance for security, transport
-“Command the aid of as many inhabitants of his county as he considers necessary in the
execution of these duties.”
- Take charge and care of county jail and prisoners
- Release on record all attachments of real property
- Serve processes
