Assignment 3 Sean Vanhorn PSAD 410 Public Safety Research and Technology February 25th, 2024 Professor Baumgartner

The phrase "gun violence" refers to a variety of firearm-related crimes, such as murders, mass shootings, and smaller-scale violent incidents. Gun enthusiasts and proponents of gun control have expended a great deal of energy trying to define the 2nd amendment right to keep and bear guns, despite the obvious need for a remedy to lower this crime rate (Sacks, 2019). Reducing gun violence will lower the general crime rate in that area and make communities feel safer. The key to accomplishing this is developing strategies that uphold our constitution while being tried and true. My suggested study subject is: how can we reduce gun violence as a nation while maintaining our gun rights as an individual? Literature Review The United States has a strong gun ownership culture, which presents another angle on this problem. Many still argue that any kind of gun regulation violates the second amendment and is unlawful. The right to keep and bear weapons is guaranteed by the second amendment and "shall not be infringed." The United States Constitution, n. Despite the fact that gun rights advocates acknowledge that gun violence is a serious public safety concern in the United States, many are unwilling to give up their liberties in an effort to eradicate or significantly lessen the problem of gun violence. Many fans don't think advocating for gun control or giving up their rights will help resolve the described problem. Reducing gun violence should be the aim of public health officials, regulators, and gun enthusiasts alike. This review of the literature will emphasize a number of tactics proposed by different academics to reduce gun violence without going against the Second Amendment's guarantee of the right to keep and bear weapons.

The Loughner case illustrates some of the difficulties encountered in submitting an ERPO petition and likely plays a role in the reluctance to submit petitions. In addition to preventing killings, ERPOs can lower suicide rates since family members can spot concerning behavior and take back guns if necessary. Legal gun owners have an obligation to implement safe storage procedures in order to lessen gun violence (Crifasi, 2018). Gun owners have a responsibility to maintain safe storage practices, which include making sure their weapons are not misused or accessed without authorization (Crifasi, 2018). Proper storage of firearms makes it more difficult for unauthorized people to access them. It has been a problem that most gun owners don't take responsibility for the way they store their weapons. This has resulted in unlawful entry, which has aided in suicides, mass shootings, and killings. Another key tactic in lowering gun violence offenses is to discourage teenagers from carrying guns (Keil, 2020). Federal statutes (Gun Control Act, 1968) prohibit minors under 21 from possessing handguns and only permit access after that age. Reducing the availability of firearms in high-risk areas is one way to make sure that teenagers do not obtain firearms. It would appear from this that few young adults will be able to purchase firearms (Keil, 2020). Nonetheless, because there are so many illicit firearms on the market, young people can still obtain guns if they so choose (Keil, 2020). Adolescents may potentially have access to firearms in their homes if they are not securely stored, claim Hemenway (2017). Guns must thus be kept out of the hands of minors and in a safe location while not in use.

Research Method A mixed-method approach, which uses both quantitative and qualitative research methods, is the best way to gather information for this research subject. This way of looking at things lets us fully grasp the complicated nature of gun crime and gun rights. Surveys can be used to get quantitative information about what people think, their experiences with gun crime, and how they feel about gun control measures. Interviews and focus groups can give more in- depth looks into people's personal stories, cultural factors, and complex views on gun ownership and gun control policies. Sampling Technique Stratified random sampling is the sample method that is being considered for this study. Using this method, the population is split into separate subgroups (strata) based on factors like location, age, gender, gun ownership, and experience with gun violence that are relevant to the study question. Randomly chosen people from each group are asked to take part in the study. This method makes sure that the sample is a good representation of the whole group, which leads to more accurate and general results. It works especially well for this study because it lets us look at how different racial and cultural backgrounds affect how people think about and feel about gun rights and gun crime (Bryman, 2016).

Policy Implications Based on what this study might find, two policy implications could be put forward: Comprehensive Background Checks: If the study shows that people from all walks of life support steps that keep dangerous people from getting guns, this could be a good reason to start doing more thorough background checks. This rule could be made to protect people's gun rights while also ensuring public safety (Webster & Vernick, 2013). Community-Based Intervention Programs: If statistics show that people's experiences and views on gun crime are very different depending on where they live and their income, this could help create targeted, community-based intervention programs. To stop gun violence at its source while still honoring the traditional meaning of gun ownership, these kinds of programs could focus on things like education, resolving conflicts, and creating jobs in high-risk areas (Butts, Roman, Bostwick, & Porter, 2015). Conclusion In conclusion, the literature review indicates that efforts have been made to reduce the quantity of gun-related occurrences. Among the solutions are limiting adolescent access to handguns, thoroughly screening potential gun purchasers, and making authorized gun owners responsible for storing their weapons in a safe manner. Additionally, studies show that gun owners care exactly as much as non-owners about lowering gun violence. The implementation of these concepts has proven to be challenging, despite the indication of all these possible solutions.

Using a mix of study methods and stratified random sampling is a good way to fully understand how reducing gun violence and protecting gun rights are connected and affect each other. This method has some problems and restrictions, but it also offers a way to make policy decisions based on facts that consider the different points of view in the gun debate.
