SOLID WASTE MANAGEMENT SYSTEM:

A case study of South West Delhi

Abstract

Municipal Solid Waste Management (MSWM) is one of the most problematic and neglected aspects of Indian Cities. Solid waste management is defined as the discipline associated with control of generation, storage, collection, transport or transfer, processing and disposal of solid waste materials in a way that best addresses the range of public health. Here, we will discuss the scenario of soil waste management and how the things are done specifically in South West Delhi. In Municipal Corporation of Delhi(MCD), there are five agencies responsible for Municipal Solid Waste management in Delhi. South Delhi Municipal Corporation (SDMC) is responsible for soil waste management of South west Delhi which comprises four zones specifically South, Central, West and Najafgarh Zone for the management of the sanitation system in a systematic manner. Further these zones are distributed into Wards. Initially, ‘door-to-door’ primary Municipal solid waste (MSW) and street sweeping waste collection is done using Auto Tipper/3-Wheeler from localities/households/street separately and then transferred to the Secondary Collection Points(SCPs) or dhalaos of the particular area. After that, collector vehicles recollect these sites for further process of segregation and dumping to the landfill site or recycling centers. As there are large numbers of rules and regulations on paper by the officials. In contrast, on ground only few things got implemented. Due to mismanagement of the collection process few areas are left by the primary collection and due this people use private garbage collectors, but some people who cannot afford private garbage collectors or are not concerned about environmental issues use empty plots for household waste disposal. There are no proper bins installed, and not even properly maintained. The SCPs are not cleared on time for daily dumping that leads to the overflowing of garbage on roads and nearby areas. This also gives rise to solid waste deposition to nearby drains leading to water logging issues in localities. The proper collection of dry and wet waste is not done separately which compromise the process of further segregation and recycling process. The programmes and policies issued by SDMC are very good if implemented properly, but many things are not done on time making the SCPs overloaded and stinky and empty plots as small landfills of the particular area.
