Mitigation of Lapu-Lapu City Congestion
Introduction
Traffic congestion has been one of Lapu-Lapu City’s biggest problems as of late, even
more so in Cebu City. Although traffic has gone down since the start of the pandemic, that is not
to say that the state of traffic will not go back to the way things were after the pandemic. Lapu-
Lapu City consists of two bridges connecting to Cebu, namely, Osmeña Bridge and the Marcel
Fernan Bridge; with the Osmeña Bridge being a truss bridge, and the Marcel Fernan Bridge being
a cable-stayed bridge. Despite having two bridges, traffic still persists in the city which has greatly
increased the length of travel time.
Aside from the increase of travel time, traffic has also posed negative effects in terms of
one’s productivity, as well as their physical and mental health. As studies show, getting stuck in
traffic greatly increases stress and anger levels, thus affecting one’s mental health. And prolonged
exposure to air pollutants emitted by vehicles is detrimental to a human’s health. This emission
contributes to health issues for the drivers and those who are living near the road where they are
exposed to the pollution and it might bring them to morbidity and mortality (Zhang & Batterman,
2013).
In terms of productivity, bus drivers, taxi drivers, jeepney drivers, and tricycle drivers lose
large revenues every time a traffic congestion occurs. This is prevalent in a research study
conducted in Kumasi, a city in Ghana, which was shown to have a negative impact on productivity
whenever there would be a congestion. This negative impact to productivity meant that there was
a severe loss of productive hours in a day. The study concluded that both the informal and formal
sectors were affected by the traffic congestion (Harriet et al., 2013). With that in mind, the same
is happening with Lapu-Lapu City; both our informal and formal sectors are affected by traffic
jams. Thus, lowering productivity and GDP growth for the country.
Although action is already being done by the government to address Lapu-Lapu City’s
traffic congestion, said congestion could be diminished further with the implementation of
technology and extensive planning with policymakers, researchers, and transportation experts to
better traffic management.
